The endurance of any peace agreement will largely depend on whether it resonates with the Ukranian public and carries the legitimacy necessary to last over time.

Public opinion polling illustrates that the Ukrainian people have grown increasingly weary of the war. A December 2024 survey from the Kyiv International Institute of Sociology (KIIS) revealed that nearly 90% of respondents experienced stress due to the conflict, with significant percentages reporting distress over bombings and the loss of loved ones. Meanwhile, a growing number of Ukrainians are advocating for negotiations, albeit with firm boundaries on their national sovereignty.

Most recently, polls indicate that there is a notable shift among Ukrainians toward greater openness regarding territorial concessions, especially as war fatigue sets in. However, despite this shift, nearly 90% of survey respondents firmly oppose any recognition of Russia’s territorial gains since 2022.

A vital finding from KIIS shows that 66% of Ukrainians perceive Russia’s objectives as a direct threat to their existence as a nation. Such concerns underscore the war’s deep-seated emotional and psychological impacts, leading many to believe that any negotiation with Russia must be accompanied by credible security assurances from NATO allies.

President Zelenskyy continues to maintain a high approval rating, a testament to his leadership during these tumultuous times. His steadfast endorsement will be crucial in navigating any ceasefire or settlement, even as he faces potential backlash from constituents wary of territorial compromises.
